Not a scam
To be fair it's not a scam. It does state under "details" that you need the IR hardware additionally. Upon researching, iPhones do not contain a built in IR blaster as Samsung phones do which is why all of the iPhone apps for universal remote controls require an additional IR blaster program installed for it to work.

Completly Useless
This App is said to work with a device that attaches to an iPhone speaker socket. The device cost $47.82AU. while Numbert's ' iR Universal Remote Control' seems to generate a signal the App is completly useless. I tried it on 5 different devices and it failed to control any of them.
I complained to Numbert, the seller of the device and recieved no response.
My advice is, do not get sucked in to this gimmick.

Don’t waste you time and money, constantly crashes, not user friendly and I have received zero correspondence from their support link. Awful customer service!

Don't bother
The remote only worked 1m or less from the TV, even with Max Volume. Support by email only- not even as much as a user forum to help with device support. Custom remote creation caused the app to crash.

You download the app ...THEN.. it tells you to go to a web site to pay 30 euro's for specialised hardware for your iPhone. Serious, if they can't tell you that up front then you know it's dodgy.

Careful - warning warning
Downloaded the app and it looks ok. I decided to buy the iRed transmitter as require and stated on the app page. The money was taken out 3 days I paid via paypal. It has now been 4 weeks and the transmitter has not arrived. I have have sent Numbert several emails and only have received automated responses.
Apple should remove the app from its reference to Numbert.
22 November - Update , still have not received iRed receiver and have had no response from the app developer either.
1 December - Ir transmitter is delivered. Added in the code to the phone to activate the transmitter and all that happens is the app crashes. They do not response to support
